Fx -> Path -> Offset Path Doesn't Open

The offset path menu never opens. I also tried on Effects tab but nothing also happened. I redownloaded Illustrator, tried restarting pc but nothing... I double click the Offset Path section in Appearance tab but nothing pops up... This is Turkish so Ana Kontur means Offset Path. Btw, im trying to prepare an editable text with effects on. Can you all help me?

I hope the problem is resolved by now. If not, try running Illustrator under a different administrator account (Windows) and checking if it helps?

Okay it applies Offset but cant edit because It doesnt pop up the offset menu.
