gaussian blur box around it adding space in effect - raster settings , check anti-alias not working

I have gaussian blur that has box around it. I have searched the post and it was suggested that increasing area in effect - document raster effects or checking anti-alias box fixed the issues, but it did not work for me/ Any ideas how to fix it? It appears to be an issue in newer versions of illustrator and it's pretty annoying.
