Glyph creation menu is empty

Hi all, I sought to create my own font using the glyph set, however as I click on the "Glyph" options panel - all I see is "reset panel", and all the functions that should appear such as "New glyph set" "Add to glyph set" etc. are not there. 

Anybody experiencing the same issue of familiar with how to fix it?

    InDesign vs Illustrator?

      Thanks for the notion. 

       

      Apparently the latter menus is inedeed of Indesign and now I see that Indesign has this menu (However illustrator is more ideal for creating characters - isn't that a strange symbiosis between the sw packages). 

      So Illustrator has no feature for creating/adding glyphs sets and fonts?

      I thought that naturally Illustrator is much more oriented to creating characters and glyph sets...
