Glyphs not applying to numbers

When I highlight the number and click on the larger option it won't apply to the font. It happens with all my files. Is it a glitch with the new verion of illustrator (28.7.1)?

Actually the setting is in the OpenType palette. There is a drop-down menu next to Figure. At first I was thinking it was in the fly-out menu in the Character palette. I'm somewhat used to seeing Raleway these days, but not as often as Montserrat.

What kinds of numerical figures do you have styled to your text string? Proporational Lining Figures or Tabular Lining Figures? A decent number of typefaces will have visibly different numerals depending on which number set is selected, particularly the number 1 figure. The tracking of the numerals is also much different. The "1" numerals in the "1161" string look like tabular lining figures with an old style option. The kinds of number sets applied can be changed in the character palette.

 

Edit: I checked the typeface used in the example (Raleway). It looks like the default number set is applied, but the figures still look like old style numerals. The proportional lining figures and tabular lining figures are both different; the number "1" figures are taller. But they still have the serif "feet" on them.

Where would I find Proporational Lining Figures or Tabular Lining Figures?

Also, this is not just happening with the number 1. It is all numbers except 6 and 8.
