Guidelines Default setting No locking

I want to be able to continue moving guide lines in Standard mode without having to unlock them every time. I lock guide lines when I want them to be fixed. However, this is not the case when drawing for the first time. I couldn't find anything about this in the preferences.

Thank you for bringing this to my attention. I tested the issue on my side using Illustrator 30.0 on Windows 11, and by default, I am able to move the guides. After I manually locked the guides and created a new document (closing and reopening Illustrator as well), the lock state was preserved, suggesting that the setting may remain based on the last preference applied.
Could you please go to the View menu, unlock the guides there, and try creating a new document again to see if the guides are still editable?
It would also be helpful if you could confirm your Illustrator version and operating system. If the issue continues after unlocking, please attempt to reset the Illustrator preferences and inform me of the result. You can refer to these links for assistance:
