Guides not showing

Guides are not showing when I try to pull them from the ruler.

I have tried re-starting Illustrator, and re-setting Preferences, but still not showing. The guides show when I open a new document, but not within the existing file. Any advice welcome.

Are the guides perhaps just hidden (see View menu > Guides)?

Thanks for your response. The Guides are not hidden. With exactly the same settings, Guides show up when I open a new document, but do not show in the existing document.
