Half tone effect within a pattern repeat

I have to create a camo pattern repeat with this effect. I don't have a problem creating the repeat it is the half tone effect on the edge of each shape that I have no idea how to go about creating. Help please. Thanks.

I suppose you want this as a vector file?

In that case you can create a halftone effect with the plugin Phantasm.
