Hanging indent question--can Illustrator behave like InDesign?

Does Illustrator behave like InDe in the following situation?

 

I could swear previous versions of Illustrator used to behave the same way as InDesign in this situation. Is this a bug? User error? Or I could just be wrong?

 

With InDesign (2020 for Mac using Mojave), a hanging indent allows you to tab between the left margin and the indent, as in the screenshot below, without setting up another tab stop at the indent:

 

 

Illustrator (2020 for Mac using Mojave) doesn't behave the same way; you have to set up an additional tab to achieve the same thing:

For as long as I have been using the two programs, Illustrator has always required the additional tab stop for this, and InDesign has not.
