Having issues with resizing images in Adobe

I can't resize images or boxes in InDesign or Illustrator without distoring the proportions. Usually shift + click would do the trick, but lately it hasnt been working. I've tried command + shift + click as well and it hasn't worked either. This happened after I opened a template from class but nobody else in my class has reported this issue and the issue has extened well past that project. I can't imagine a file doing something like that to 2 different software programs and most likely it was something I unknowingly clicked on, but that was the first time I noticed it and I have no idea how to fix it. Any and all help would be really appreciated!

In the top bar, check this icon is this highlighted (active)? Make sure it's not the keyboard's fault - check the shift key in other applications.

Which version, which system?

So what is happening is that you are scaling with the boundingbox and that the object isn't scaled proportionally?

What kind of artwork is it? It's not a perspective grid, no?

Is your keyboard working? Really?

When was the last time you rebooted the computer?
