Help. Dimension tool is wrong

Hi all,

Made a simple logo and want to send it with dimensions. As you can see on the right, the actual box (with rule on the inside) is 6.5 x 3.5. But when I used the dimension tool, it's regestering it as 6 x 4 ???? What?

Can anyone help me?

The "precision" should have some decimals
