Help with creating a diagonal line path but keep the end flat level, with out expanding or masking,

I'd like to know if its possible to achieve the line on the right hand side without expanding the path or masking like shown. So i'd like to keep the line a live path, but keep the top and bottom flat like shown.

Someone may prove me wrong, but I don't think there's a way to get what you describe. There are certain immutable properties of a stroked path, and constraint to the 3 available cap styles is one of them.

You can try to create a pattern brush with angled endcaps:
