Help with graphic design

I have little to no background with graphic design. I'm trying to find someone that can help me create something similar to the image attached (the half circle looking part that has images in it). I can try to create it myself but have no idea what is the best way to go about it. Can someone help me. I need it to be image placeholders too. I'm willing to pay for the help.
