I think it's just drawn that way. Generally you can do that kind of design using a blend. But this one resists. It also doesn't look like it's been made using any perspective construction functionality.

What if you made it from scratch? How do you maintain symmetry without tracing?

I do not think that this is generated - there are some anomalies in the curves that do not really fit. If anything, this must be some 3D-view of stairs, but the template is definitely not of flat stripes.
