How can I have the artboards menu and the align menu both visible? AI is making me choose one only

Drag the Artboard panel out of the group.

Drag the Align panel out of the group.

Grab the Align panel by it's tab an drag it under the Artboard panel until a blue line appears.

You just made a panel group.
