How can I stop the pop up instructionals by the tool bar? They pop up at the most incovenient times.

The little boxes that show you five seconds of whatever cool thing. I get they are there to help, but I’ll be right in the middle of something and it’ll pop up and it’s annoying. I can’t seem to find a way to stop them and even getting them to clear is a problem. Any suggestions?
