How do i adjust drag sensitivity?

Personally, i love adjusting sizes and positions just by simply dragging arrows around using my mouse. It is far simpler for me, if each time drag something it doesn't "jump" too far. I know it could be set somewhere in the top toolbar, but i've done that on someone else's computer. Also, the sensitivity has been much higher by the time i was starting my project. If somebody could tell me how to deal with this, or reccomend me a better way to do these size adjustments etc. it would be lovely.
