How do I change rectangle default to CM from MM

I changed my Illustrator Unite to Centimeters but creating a Rectangle still defaults to milimeters. I have tried rebooting several times. Units say centimeters and creating rectangle still default o milimeters,

Try Ctrl click on the rulers to change the units.

Thank you for your feedback but there is no reference to rulers in the preferences. Rulers in the View drop-down only shows the options of change to global and change to artboard.

Right-click on the ruler. And then a menu should pop up.
