How do I change the color of a rasterized color halftone image?

I would like to change the color of this halftone shape to the red color behind it. In photoshop I could simply create a clipping mask and adjust the blending mode and opacity but I cannot do either in Illustrator. I am extremely confused why I cannot create a clipping mask, adjust the blending options, or even add a fill in the appearance panel. It's like the halftone image is completely unchangeable. What would you do?

To color it, you can first try Object > Rasterize > Grayscale at the resolution it has, with a white background.
