How do I make a frosty window design?

The example you provided is just a bunch of semi-random strokes with partial transparency across multiple layers stacked on top of each other. Really not much more to say than that. This isn't any specific technique or clever trick, just some manual painting. you would of course use art and natural media brushes to get the natural effect, but that's pretty much the only specific thing about it.
