The simplest way to tell if the text has been outlined is to go to the Outline Mode (View Menu>Outline). If the text is still live type then it will appear black in the outline mode. If it appears as outlined shapes then it is not editable as text. You will have to reset it as text if that is what you need.

In case it is live type, you may go to the Preferences > Smart Guides > Glyph Guides section and turn off one or all options that are listed there.

 

If you are not sure if it's live type, you may check it in the Document Info palette while the object is selected. Or you may go to Select menu > Object > All Type Objects. If the object gets selected, it is live type. Otherwise it's not.
