How Do You Create A High Resolution Image In 16 By 16 Pixels

How do I create A high resolution image in 16 by 16 pixels. I am trying to make something for an icon on Teamspeak. They only allow the max pixels to be 16. I have seen some of the icons people have created on Teamspeak and they are way more than 16 by 16 pixels. Is there a way to like split a pixel. To be able to take a bigger picture and fit it in 16 by 16 pixels without damaging the resolution to much. Is this possible please would like some help. Thank you!

    How should that even be possible? A pixel is a pixel. It seems you are misunderstanding something here. The rest I can't answer. I don't have the slightest idea about Teamspeak's technical underpinnings, but it may be perfectly possible that their GUI displays images as scaled 16x16 icons, but internally allows larger resolutions, which in the context of the app may look a tiny bit sharper. Otehrwise a "sharp" icon is really only a matter of meticulously determining each pixels color and transparency and for that AI is the wrong tool to begin with.

    I was confuzed too a friend told me it was possible and said he did it but doesn't exactly remember. So we said why not ask. I think I am trying to say is there to take any regularly sized image and make it able to fit TeamSpeaks 16x16 limit. I think what you are trying to say is right but It will not accept my bigger images.
