How to add additional stroke to path + joining them together (Image provided)

Hey folks, I recently downloaded a sample file of a map I found interesting and noticed this interesting method of seamlessly joining the outer strokes of two paths into one. How could I replicate this?

Draw lines on a layer. Lines should not have any stroke or fill

Target the layer (click on the circle in the Layers panel)

In the Appearance panel click on "New Stroke" (button in the bottom left of the panel)

Apply thick stroke

Duplicate this stroke. Change thickness + color

(bottom stroke should be thicker than top stroke)
