How to color pen made object

I don't know how to color pen made object .. for example in the next picture I want to color the water but paint bucket tool doesn't work.. I've tried even to object -> merge, but doesn't work either...

    Just draw a rectangle that roughly fills the area then move that rectangle behind everything else and assign the desired color.

      It is hard to see what is going on, as I can't see the layer panel. However, if you made a closed path, you should be able to just select a fill color and the object, if selected, should fill with that color. Since I see a fill color is being used in the tools panel, something else is going on. So we need to see the layer panel. The paint bucket is a live paint bucket - which might work if you understand the live paint tool. Merge is for merging with other objects and I am not sure what you want to merge with.
