As shown in the image, I am attempting to create a metal wire that blends at the end. Would Photoshop be helpful with this or Illustrator?

a 3D application is not an option?

It depends how much time you want to invest and whether or not this needs to be editable or repeatable.

This will need to be editable but not repeated. It's meant to be shown as the image but I'll need to add more strands to it since the loose ends will link to a word
