The Illustrator 'data merge' feature works in two steps:

1) import the data using any of these techniques:

     Adobe native CSV import feature:

Merge data to create data-driven graphics through templates and variables in Illustrator

     My script:
     Adobe-Illustrator/VariableImporter.jsx at master · Silly-V/Adobe-Illustrator · GitHub

Adobe Illustrator Variables DataBase Text - YouTube

2) create an Action using the Actions panel.

Use actions to automate tasks in Illustrator

3) Use the flyout menu in the Actions panel to play a "batch" action which uses the "Data Sets" as the source instead of a folder with files.

It's not a very intuitive process, so practice with very basic files may be necessary if you are just starting out.

It may take some time to also develop the experience on the way data affects artwork, such as the differences when using point text vs area text. Also, while most users are very likely to know the difference between a placed or an embedded image, you may find yourself having to learn these specifics based on your usage.

You could post your CSV file (or part of it) so that the structure is clear...

Moving from Adobe Creative Cloud to Illustrator Scripting.
