Do you mean you can't come up with the idea or do you mean you cannot convert your concept to illustrator?

If that latter, a good place to start would be to sketch your idea, scan it, bring it into Illy and use Image Trace to vectorize it. Or lock the scan, and use the tools to redraw/refine... (Or a mix of both...)
