How to create this text effect?

Hey all.  This is probably a really easy answer, but it’s late, my date got screwed, I’m irritated and blah blah blah.  I’m working on an annual report for a non-profit that I work for.  I need to create this text effect and am not sure how to do it.  I know I should just figure it out, but I already wasted two hours working on another concept that was more than I was capable of pulling off.  So, I’m a bit behind the 8 ball here time wise.
