Applying the Transform Effect to a layer can be very useful for symetrical designs.

Start with a square artboard.

Draw a rectangle the size of the artboard, with no fill or stroke, and lock it.

In the Layers panel, click on the circle icon to the right of the layer name.

In the Appearance panel, FX > Distort & Transform > Transform.

Rotate 60°, 5 copies.

Now everything you draw on that layer will automatically have the symmetry applied.

Once you're done, Unluck All and Expand apperance.

Well there are seveal ways.

An easy way would be to open this image in Illustrator and turn it into a 'template layer'. 

Then use the path tool to create one of the shapes. 

Once you create the shape, just copy and paste it... then rotate it and place it, to where the next shape would be.

Keep copying and pasting the until you have all the shapes.

This is a great way to do this as all the shapes will be match perfectly to one another.
