How to identify plugin loading issue in Illustrator

We developed a SDK plugin, it can be loaded successfully and work well in some machines, but it cannot be loaded in some machines.
In those environments, they have the same version of Adobe Illustrator, and using the same plugin files, but with different OS versions (win10 & win11).
We are not sure the loading failure is caused by the different OS versions or other reasons, currently we cannot find the detailed description about it. 
I would be very grateful for any suggestions on how to address this issue. Thansk.
