how to paste into a frame at the same time you draw it

I saw someone copy an image from the internet and then instead of just pasting it they drew up a rectangle and the image filled inside it at the same time. How do you do that?

Im always annoyed that images I copy usually turn out so large when I paste them, I would love to be able to draw up the size when I paste.
