How to refine the result from using Image Trace on a PDF in Illustrator

Question

I used Image trace on a PDF.  Instead of tracing over the lines on the PDF, Image trace appears to have created shapes in the spaces between the lines.  So, I was wondering if anyone could help me refine the results.  The three attachments are the original PDF, the Image Traced PDF, and the elements I get when I import the Image Traced PDF into microstation and turn off the fill.

Highly detailed black and white traces have always been the pain point of Image Trace.

If you have already maxed out the Advanced settings, then there isn't a lot you can do other than slicing the template image into several smaller pieces that you then trace separately.
