How to resize objects to percent of artboard?

I would like to make an object 95% of the width and height of the artboard, but if I type 95% into the width/height of the transform window I am getting the width shrinking by 5% each time, or in other words instead of being 95% of the artboard it is 95% of the object each time.

Is there a way to change this to work similar to Photoshop where percentages resize objects to percentages of the canvas?

Include an object the size of the artboard when selecting and scale it with the rest of the objects.

Is this really the only way? Seems very counter intuitive, especially if working on web based work where it is common to work with percentages in CSS. There isn't a preference setting to change this behaviour by any chance?

The canvas in Illustrator is 6x6 meters. In every file.
