How to save a big file 300MB to a pdf file less than 1MB?

I am working on a file in Illustrator, it's a bit more than 300MB, and i need to submit it for gov approval, who are requiring the file in pdf and less than 1 MB.

The smallest size i was able to get was 2.4 MB.

Any other solutions than Save As Smallest Size?

    When saving as PDF file, unmark the option that keep the Illustrator function.

    Look the picture that I've took, it's in Italian but the operation it's the same.

    Unmark the first square, and if necessary, use downsampling

    What's in the file?

    I'm kind of surprised that you can get it to 2 MB, actually.

    It's a packaging design, and you can get it 2 or 3MB by saving as pdf file "Smallest File Size"

    However i need to get it less than 1MB, as per the requirements, and still get clear readable text.

    Text, images? effects? How much of that?

    Crisp text is achied by leaving it text. But if there is a certain amount of stuff, you just can't get it below certain file sizes. That's impossible. Talk to your client.
