How to save AI, PDF, AI Outlines and PDF Outlines at the same time

Possibly with custom scripting. Which app are you using?

Wouldn't saving a PDF in Illustrator with the Preserve Illustrator Editing Capability setting checked on accomplish much of that? The resulting PDF is effectively two files in one. The PDF portion will have whatever settings are applied to it when the file is saved, but Illustrator .AI format data will also be appended to the file.

If the goal is to avoid font substitution problems that can be overcome via a PDF with Illustrator data appended. If the file is opened in Illustrator on another computer it's easy enough to simply Place/Link the PDF file into a new Illustrator document. The Flatten Transparency command can be used to convert live text objects to outlines. The outlined text can be isolated on one layer. Then the PDF file can be opened directly and the editable Illustrator-based objects can be retrieved and placed on other layers.

That's an interesting workflow, and there are a few ways to approach it depending on the app you're working in - the answer would look quite different in Illustrator versus, say, Photoshop or InDesign.
