How to select Tools with Surface Dial?

I can not figure out how to select different tools using the Surface Dial. According to the article below, there is a section called Tools that supposedly includes things like Rotate, Scale, etc. I just can not figure out how to select those individual tools.

I finally figured it out! One needs to be selected on the Rotate or Scale tool, from the toolbar. Then the Surface Dial will respond to that particular tool.
