How to set up (or best way) this document?

I have a project I am working on and I need to set up a document using these specifications. I am aware InDesign is better for this, however I almost always use illustrator so I am going to stick with that for now. 

 

 

 

SPECIFICATIONS:

 

Half-page Horizontal Ad

 

Bleed – 9 ¼” x 5 ½”

 

Trim – 9” x 5 ¼”

 

Live Area – 8 ½” x 4 ¾

Trim size is you artboard size. (this is usually. There might be printers who want the artboard set to the bleed size and then they have their machines set up to cut off the blled. I have seen that with online printers)

Bleed needs to be added on all sides.

And the live area is where all the important stuff goes. I would not put any text outside of that, for instance.

 

So if you are unsure, you pick up the phone and ask the printer, because they know for sure.

Question:
When setting up the live area what is the best way to go about setting a guide for that so you do not go outside of it? Is there a setting in which I can dictate a live area guide, or do I need to use the rulers, or a box that is just a lightweight stroke to create the parameter to work in?
