How-to temporarily change the opacity of all objects on a specific layer?

I want to adjust the opacity of the objects on Layer A so they serve as a light background, and then trace over them on Layer B.

Is this possible?
If the objects on Layer A already have opacity settings, can I preserve and restore those settings?

A script would work too.

 

Shift + Ctrl + F10
This seems to work only on the selected object.

    You can assign opacity to the layer as a whole. This will not affect the objects’ opacity, but act on top of it.

     

    To do that, target the layer (click on the circle)

    And then set up the opacity.

    Why do they have to block it?
    Sometimes I need it, but it’s blocked.
