I can resize a shape upwards, but not downwards

I recently installed Illustrator an my new Macbook.

Now I have this weird thing that you can see in the video, where I can resize a shape and make it bigger, however it doesnt respond when I want to make it smaller. Is this a bug?

Turn on "Scale corners" in the transform panel.
