In Illustrator CC 2017 I can align the object but in 2019 I can't align the object from touch bar and I can't find align button in the program.

I can't address the touch-bar thing, but your 2019 interface isn't showing the Control bar (Window > Control) where those Align buttons reside. Alternatively, you could bring out the Align panel by choosing Window > Align.

EDIT: Okay, watching it again, I see on your touch-bar, the Align to Selection icon is active; you'll need to touch the Align to Artboard icon first.

Hi, do you know how can I have the same UI on the touch bar when I tap the alignment shortcut?

Because mine is different, I don't know why, it just happened this week. It has changed.

Tried to reset Illustrator, even reinstall it.
