I Can't get it to do anything but align Stroke To Center even if the other buttons are clicked

I Can't get it to do anything but align Stroke To Center even if the other buttons are clicked

I clicked Align to outside and inside and it is pressed, but the stroke stays Aligned to the Center.

ALSO I can't get Adobe Illustrator to paste without hitting ctrl + V a second time. It used to paste on the first time. What's up?
