I can’t resize one object relative to the size of another

I used to be able to resize one object relative to the size of another, but now it doesn’t work. I’ve searched everywhere, but I don’t even know what to Google or how to phrase the question. I’m sure there’s a setting I need to enable or disable, but I just can’t find it
