I can't resize vectors using the selection tool

I can't resize vectors or objects using the selection tool. I have been using Illiustrator for years. I have tried updating the software and my OS. No arrow appears anymore when I hover over anything with the selection tool. In order to resize, I have to enter new dimensions in propoerites.
