I can't select tools from the Illustrator toolbar

I'm using AI v28.0 on a 2021 MacBook Pro running Sonoma 14.1. As of the upgrade from 27, I can no longer select tools from the toolbar by clicking, and it doesn't matter if it's the basic or advanced toolbar. When I click on a tool, it's as if the toolbar isn't there at all — I either go to the next app behind Illustrator, or I go to the desktop. The exception is the bottom third of the toolbar, where I can click, but it doesn't select the tool. The option to reset the toolbar is grayed out.

Any ideas about how to fix this? Right now, the only workaround is to know the keyboard shortcut.

Thanks, Doug! I didn't know I had an update waiting, but that took care of it.
