I cannot for the life of me snap to grids

I have only sanp to grid on

but i cannot snap to the grid - not mater what i am doing

this is a 1200px x 1200px canvas with grid lines 120px x 5

nothing I do allows me to snap to grid as i want

here is the same example but square rotated

and I also have all pixel grid turned off too

This is very confusing any ideas?

Does that happen with all files, or just this one?

This a link to the file of which I have recreated, I also got some people at work to test and they cannot, we are on some 2025 and 2026 versions, but from what I can tell just can't get it to work.
