I cant find base line shift option, and I cant rotate lettering on a circle

How do I fix this issue? I am trying to find the baseline shift to lower words on a circle, and i cant flip them either. seems like more and more options disappear with every illustrator update.

You'll need to turn on the Options in the character panel (go into the panel menu with the Hamburger button in the upper right)
