I don't have access to Illustrator despite having Creative Cloud all apps

Title pretty much sums it up. I have the creative cloud all apps plan that should include illustrator but it won't let me open it. Everything else works. It was fine yesterday and I was billed like a week ago so it shouldn't be that.
