If it's Creative Cloud you can just uninstall what you currently have and then install an Arabic version.

For older versions it will be impossible now to change the language.

Marhaba Nouf, if you want Illustrator to support Arabic, then you can follow the instructions mentioned in Monika's post. If however you want the interface of your Illustrator to display all menus and options in Arabic, then it is not possible.
