Your Preferences setting will be overruled by the units of the document you create or open.

Only when you open a file that has no units (like a png or jpeg) the Preferences setting is used.

The unit is document based preference. If you open a document that is set in mm, then that's your unit.

If you're creating new iles, then you could edit the New document profiles so they have your desired unit.
