Any chance there is a way to open a file but OL the fonts if they don't exist on the system??

The best place for feature requests is here: https://illustrator.uservoice.com/

But if the file was saved with PDF compatibility and you use a recent version, you can select Type > Create Outlines when the text is selected with the selection tool.

Thanks but you missed the nuance of my post. And I have posted in uservoice but I assume Adobe doesn't even look at that forum...

Yes, the engineers read uservoice. And yes, you can easily outline fonts even if they re not on your system. But only for new files. For older files you need a tiny workaround, but it has been possible as well for the last 20 years.
