Illustrator 2020 24.1.1 Fails to load on Windows 10 (10.0.18363 Build 18363)

Dissapointed with the recent attempts to fix my Illustrator 2020 24.1.1 running on Windows 10 using community topics and also discussing with Adobe support.

Most recent adobe support suggested my system requirements were not good enough, even though the Creative Cloud deployment software specifically says 'Compatible with this computer'

Also after running my system specs (attached) compared with the minimum requirement on the adobe website, although close to the minumim they still meet the minimum requirements from what I can see.

Has anyone experienced problems with Windows 10 and loading Illustrator 2020 24.1.1? I've now tried installaing all previous versions back to version 23 and none of them will load. Something just doesn't feel right, despite the software has loaded on this machine before.
